    Your search profile is what you sell, the terms that must appear, and the negative keywords that rule a notice out. GovCapture scans SAM.gov continuously against it and records which rule accepted or rejected every notice, so a miss can be traced and a filter can be tuned.

  2. Fit scoring you can read

    Each accepted notice is scored for fit against your profile. The score ranks the day's notices; it never decides alone. You see the matched terms and the sentences they came from, and a notice you set aside stays archived with your reason.

  3. Installation and leadership intelligence

    Every U.S. military installation with its branch, state and aliases, and the leadership each installation publishes on its own pages. A name is stored with the public page it was read from and the work title it appeared under; nothing personal, nothing inferred.

  4. Company document library

    Past performance, prior proposals, test results and certifications, filed once and referenced from every proposal document. Filing a document authorises nothing by itself: a claim enters your proposals only when you approve it with the supporting document on file.

  5. Proposal working document and compliance matrix

    For each opportunity: the notice's administrative facts, a compliance matrix built from the solicitation's own "shall" sentences, the standard section structure, and EVIDENCE REQUIRED wherever your library cannot yet support a claim — each one naming the document that would fill it.

    The API refuses a contact without the public page it was listed on, and a finding without a source URL. A rule enforced at the API cannot be talked out of it by a prompt.

Questions people ask before they buy

What does “never invents a fact” mean in practice?

Every material value — a name, a title, a contract number, a value, a date, a finding — is stored with the URL of the public page it was read from and the date that was last checked. If no page supports a value, the field holds the literal string UNVERIFIED and stays that way until a person confirms it. The system has no code path that writes a guess into those fields.

Does it contact government people on my behalf?

No. There is no send path from the system to any address except yours. The only email it sends is your own digest of new opportunities. Any message to a customer is written, reviewed and sent by you, from your own mail client.

Where does the data come from?

SAM.gov public notices and award records; the Department of Defense's published installation dataset; and the public pages on which installations and commands list their own leadership. Contacts hold work title, office and published work email or phone only, and only where published in a professional capacity. Nothing personal is collected.

Does it write my proposal?

It builds the working document: the notice's administrative facts, a compliance matrix from the solicitation's own “shall” sentences, the standard section structure, and an EVIDENCE REQUIRED marker wherever your library cannot support a claim, naming the document that would.
